So I went ahead and installed enb, which no problems there I've installed enb quite a few times for other bethesda games, but as soon as I startup fallout it just black screens for a little bit, then the enb overlay pops up in the top left, then the game crashes. So we decided on the Empyreal enb, which recommended the latest version of enb for fallout 4, which was v0.323.
